Abstract

The purpose of this study is to determine what factors affect the delay in the implementation of government projects in the City of Balikpapan during the Covid-19 Pandemic in 2021. The method in this study is in the form of distributing questionnaires to 30 respondents who come from service users, contractors, consultants. planners and supervisory consultants in Balikpapan City. The research was conducted for 3 months on 28 ongoing projects. From the results of the study with 7 variables, it was found that the factors influencing project implementation during the 2021 COVID-19 pandemic in Balikpapan City were based on the order, namely: force majeure (conditions beyond control), labor, tools and materials, finance, managerial, facilities and infrastructure, as well as design changes
